I worked for an aerospace contracor for 15 years (This
was 5 years ago).
At that time, the Air Force and Navy were sending
paper RFQs and Contracts. DLA (Now DSS ?) had some
sort of automated system for small buys that had a web
interface. Commodities (nuts, bolts, TP) were starting
to migrate to EDI.
