I presume you are a carrier and will be receiving this document.  If not, you 
may want to ask Lowes the purpose of this process.  If so, I'm sure there is 
some hidden reason Lowes wants you to become compliant (i.e. Reference Number 
sent back in a Status Message 214 or Invoice 210).  Make sure to seek out Lowes 
goal, because just receiving and printing this 211 out may not satisfy there 
overall goal.
