My experience has always been to start with the new POs and not to
bother sending any open ones.  Quite commonly, both the paper and the
EDI are sent for a brief time so they can be compared side by side, in
what is called a parallel test.  Obviously, great care must be taken to
avoid duplicating orders. Once both sides are satisfied that the
information is being communicated accurately, the paper is stopped.
