If you are referring to ANSI X12, then yes and no. In versions prior to 003030 (I think this is about right, but don't quote me on it) X12.6 allowed the two to be the same character. This wasn't much of a problem because there were very few composite data structures early on. As of 003030 X12.6 was modified to state that they must not be the same character. Further, all of the delimiters must use a unique character.
