Whatever. They have as many exceptions and rules as the federal government. 

They openly state to new vendors at orientation "BECAUSE OF CHARGEBACKS AND
OFFSETS, DO NOT EXPECT TO MAKE MONEY IN THE FIRST YEAR." We were there. We
heard it. They told everyone that.

Do you see when your past clients get fined? I'll bet you have a clause in
your contract that states your company is not responsible for any
chargebacks or fines incurred for any reason. Most EDI service providers do
for a reason.....  ;)

Not to be too contrary here, but I have set up several clients to do EDI
with JCPenney and I found the documentation good and when I
did have a question the telephone assistance was excellent.

That is, your experience is not universal.
