The transaction for the IDoc parser is WE63.  Or you can follow menu path
Tools -> Business Communication -> IDoc Basis -> Documentation -> IDoc Type

Does anyone know what the SAP transaction is to create the IDOC parser
report file? I need to setup a new TLE application layout, but I'm
not sure what transaction will generate this out of SAP.
