"It Depends." :) Our EDI group is nominally housed within our IM (Information Management) group. However, in that group there are two functions: BAM, Business Application Management (the more systems and applications focused group) and BRM, Business Relationship Management (the more customer-focused group.)
There are BRM people in EDI who handle the customer relationships; the mapping requirements and the strategizing and the project management. Generally there is one person per strategic customer (Wal-Mart, CVS, Walgreens, etc.) and one person to handle the "help desk" (defined as "everybody else.") There are also BAM people who do the physical mapping, handle break-fix issues, deal with the translator infrastructure, etc. Having this level of abstraction sounds complex, but it ensures very well documented systems (the BAM people can't read minds, so they really need to understand the requirements well.) It also ensures that the people with their eyes on the customer don't need to be distracted with production issues, although in a pinch everyone could, in theory, substitute for everyone else.
