So tax total is zero in that case. Costs nothing to look for it and add it in 
when needed.

But to answer your question directly... I've probably done EDI work for 60-80 
clients over the years. Maybe 10% of them ever had any
tax, but when it's there, you have to deal with it.

FWIW, there's an interesting place where tax applies even when the product is 
tax exempt (resale): Cores on automotive parts. I
think I only ran into that in Indiana, but it might be true in some other 
states as well.
