In the 'Real World' that is my experience as well, but that is a trading 
partner restriction/limitation/desire/demand.

There's no ANSI 856/857 reason a single document can't contain notice of 
multiple shipments, each with its own bill of lading reference (usually in a 
REF*BM*bol# segment).

(Obviously each consignee requires a separate bill of lading be presented 
the carrier).
