Although there are a few ways to do this, the easiest I have found is to control the uploads with startrfc being set as a workflow action and scheduled in eVision. Let it create the flatfiles, and upload at whatever frequency makes you happy. Outbound is created by the port setups if I recall correctly. Let it dump out to whatever your favorite directory is, and set an eVision schedule to read it periodically.
