I would be glad to comment more if I could, but certain aspects of the 
policy and letter are still being worked out. I can say that in 
discussions in X12's steering committee the intention of the policy was 
discussed as being targeted primarily at EDI software vendors and 
service providers who profit from DISA IPR without either licensing the 
table data via purchase or being a member of X12. This was viewed as 
asserting and enforcing existing copyrights (which apply to everyone, 
not just vendors), and not as an assertion of any new IPR.  But, these 
are just my recollections from memory only and shouldn't be taken as 
anything more than that. If you have further questions I suggest you 
contact DISA directly.
