Oh dear, as I look further at the message it's clear that you are not using an XML parser, but some way of configuring GXS to handle XML. You are missing the rules to allow for the empty element optimization, though I don't know how you would specify them. The original XML is fine, the TRACKINGNUMBER element is empty, which is represented by <TRACKINGNUMBER/> (note the slash at the end of the tag). This is an optimization allowing an empty element to be expressed with a single tag. Note that a tag is the thing between angle brackets, and than an element is everything including the start and end tag and its data.
