No, you cannot say it is non-compliant. If each Interchange conforms, then
each Interchange is compliant. Any physical file can contain one or more
Interchanges that are either compliant or non-compliant with the X12
standards.

One customer sent two interchanges in one file, there are about 20 
spaces between those two interchanges. Can we say that transmission was 
NOT EDI Compliant?

Ex: 
ISA*00*...000000107*0*P*>~....IEA*1*000000107~ (20 
spaces) ISA*00*...000000108*0*P*>~....IEA*1*000000108~

see the spaces between the interchanges, can we say that is NOT EDI 
Compliant?
