A UPC is 12 characters.  If you have 11 its TOO SHORT, hence the  
message.  You could change it on the EDI side depending on your  
software but when your partner gets your data it will fail there  
because its TOO SHORT and therefore not a valid UPC.  I personally  
prefer that data fail on my side so I can fix it rather than the  
partner's side.
