I actually did not want to jump on the "ANSI Guides are too expensive"
bandwagon since I am not an funding expert or anything. But I wanted to hint
into a diferent direction:
I somewhat don't like the tone that the taxpayer is funding the standards and
this only benefits a few companies who can safe to pay for the standards.
Because one goal of standards is adoption. The whole society benefits if
standards are followed, if we do not have too many different standards. If
individuals can read and learn them. If research can access them. Also the
quality of the standards is improved if they are understood by a broader
audience. In addition to that working with open standards is much more
productive (you do not have to worry how many persons in your organisations are
allowed to have a copy, what you can cite, if yo u can forward it to external
helpers and so on).
Personally I think its a shame that ISO, ANSI, DIN and others actually still
have no proper governmantal framework to coordinate and publish the work of
mostly volunteer experts. In fact in some situations one could even think about
redusing the fees. If I visit standard organisation face to face meetings I
only see the same handfull of people from the big companies. And that does not
neceserily mean good results.
The internet influenes things, and stuff liek the IETF working model should be
considered much more often. And yes: I am aware that it is not DISA's position
to change that, this needs support from the politics. (However I am also quite
sure a director in a comfy chair has not much incentive to switch to an more
open process either).
