It's the extended amount of the tax, regardless of the location of the TXI 
segment (possible in 4 places on ANSI 810.. loop IT1, 
loop IT1/SAC, Loop SAC (summary) and as free-standing TXI in summary). 
Generally the TXIs in the SAC loops are used to convey "taxes 
on the charges in this loop SAC"

Well, you need to be careful how you do that so your invoice still balances:

TDS01 (total invoice amount) =  SUM(IT102 qty * IT103 price [* any adjust for 
IT104 basis of price]) + SUM(SAC05) + SUM (TXI02)

Note that SAC05 addition requires consideration of SAC01 Allowance/Charge code 
element  .. except for those partners who will be 
making up their own rules.
(The TXI02 are signed.)

The way I have seen this done (show at both detail and summary)  is to have the 
taxes conveyed in a SAC segment, with SAC01=N (No 
allowance or charge) at either the summary or in detail, with the A or C  in 
the other place. But I guess you could use TXI in one 
place, with SAC (code N) in the other.
