Well a 17 year work history makes you look younger than a 30 year one, but if 
there's a big gap between your last educational "graduation" and current work 
start date, that's also a giveaway.  Since you've been 17 years at one place, 
and are, ahem, "older", including a variety of work experience would show me 
that you're not "stuck in your ways" the way a lot of those of us who are not 
fresh out of school are sometimes perceived.  To me, a variety of experience 
shows a willingness to learn and adapt and make new use of existing skills.

I'd say put it all in, but make a matrix at the top simply listing your skills, 
as that's what HR is going to be checking on.  Since they often use programs to 
pick up key words, or just want to take a quick glance, get the most relevant 
info at the top and then go on to provide details for the actual hiring 
decision maker who's going to be more interested in the whens and hows.

Really, after 17 years they're not willing to have you work on the new system?  
If you told me that in an interview, it would raise my suspicions that you are 
perceived as set in your ways and unable to adapt by people who have worked 
with you for nearly two decades.  Think up another reason, or a better spin on 
this one.  Or, get a better answer from your current employer.  "outsourcing" 
is always a good coverall explanation.

Nope, can't look younger with a 17 year stint at one employer.  The rest is a 
usual Sperry Mainframer's resume, 3 years here, 6 years there going back and 
forth between working for the vendor and crossing the aisle to work for the 
customers of that vendor.

I would list the places you have worked at and job title, with a very small
mention of the technologies used at they are probably obsolete in the past
places. But it's not a requirements, I just dont see what you gain by
leaving out information unless you want to appear younger.
