What you might have where 'on site required'  is part of an  "EDI <anything>" 
position is because  the user does not have a good 
"spec" as to what he really wants and the "EDI <anything>" is going to be 
required to squeeze "what I really want"  out of Suzy User 
and the rest of the business.

That is, remote is fine if the contractor/consultant understands your business 
- and I mean really understands YOUR business - and 
YOU know exactly what you want/need...... but there is nothing which can 
replace a consultant/contractor working alongside Suzy User 
if you need to figure out what Suzy and the rest of your business really need.

I've seen more than enough cases where "the previous guy" could not figure 
these things out... and he/she WAS "full time on site"

Could also be a system (I've seen these, too), where the "system is down and 
needs immediate attention" a WHOLE LOT MORE THAN IT 
EVER SHOULD BE. (That's also "the previous guy" at work).

Then again, the user might just be someone who wants to make sure you are 
available for "meetings,"  something I know every 
consultant LOVES.

Nothing quite like a "meeting" to demonstrate how you can cram five minutes of 
productivity into a full hour.
