Hello, i've implemented EditorConfig support for pascal (https://github.com/skalogryz/editorConfig), as well as Lazarus IDE plugin (http://www.lazarus-ide.org/). It's not EditorConfig-Core library based, just a stand-alone implementation following the specs descibed at editorconfig.org.
