  Thanks all. Let me investigate some more. Under my Windows python 
installation I didn't find FreezePython.exe but bunch of other python scripts 
(including Freezer.py) The copy of cx_freeze in my development system is 4.3 
and it seems newer than what you all used.

Content of cxfreeze.bat -> "C:\Python27\python.exe C:\Pythonx\Scripts\cxfreeze 
%"
Content of cxfreeze ->" from cx_Freeze import main
                                                 main()"

I can continue my work with cxfreeze.bat and it seems the prior version of this 
included executable as well which I will later confirm. Thanks again for 
feedback. Much appreciated!

Alok,
Please double check the content in cxfreeze.bat (typically installed in the 
%PYTHON_HOME%\Scripts directory). When cxfreeze gets installed, it just copies 
that file and does not check the paths to where Python or cx_freeze has been 
installed.

  To freeze BaseTools in windows, you can try Using cx_Freeze 4.2.3 with Python 
2.7.3, and set PYTHON_FREEZER_PATH env to point to cxfreeze directory. We have 
verified it.

I tried in the past and it also failed.
But I think the issue is the Python version. A colleague of mine recently tried 
and he had to use Python 2.5 or Python 2.6 (I think he told me Python 2.6).

  I am trying to build EDKII Basetools under windows and get build error as I 
don't have FreezePython.exe needed by makefile. I can get it build using 
cxfreeze.bat packaged within python. May I ask if other windows based user see 
the same issue and addressed it other way. Else can makefile be modified to 
replace FreezePython.exe --> cxfreeze.bat
