SecurityPkg: SecureBootConfigDxe: Change KEY_TRANS_SECURE_BOOT_MODE value

Change KEY_TRANS_SECURE_BOOT_MODE value, as it conflicts with 
OPTION_DEL_KEK_QUESTION_ID.
