ArmVirtPkg: Pipeline: Resolving newly introduced dependency
The new changes in SecureBootVariableLib brought in a new dependency
of PlatformPKProtectionLib.
This change added the new library instance from SecurityPkg to resolve
ArmVirtPkg builds.
