UefiPayloadPkg: Add a Macro to enable Boot Logo
Add a macro called BOOTSPLASH_IMAGE, which when enabled, will
display a logo at boot time.

UefiPayloadPkg: Load Boot Logo into ACPI table
If the boot logo is enabled, this will allow edk2 to pass the logo
to the OS via ACPI.
