RedfishPkg/RedfishDebugLib: add new interfaces
Introduce DumpHiiStatementValue() and DumpRedfishValue() to
RedfishDebugLib. Application uses these functions to debug
print the value of HII_STATEMENT_VALUE and EDKII_REDFISH_VALUE.
