ArmVirtPkg/ArmVirtQemu: avoid unnecessary use of $(ARCH) conditional
ARCH as set by "build" command is not really useful for
conditionals, so move AArch64-specific Pcd to
[PcdsFixedAtBuild.AARCH64].
