OvmfPkg/MicroVM: use PeiPcdLib for PEI_CORE
Since commit d64d1e195ceb ("MdeModulePkg: PeiMain: Introduce
implementation of delayed dispatch") the pei core wants read PCDs, so
the NULL lib doesn't cut it any more.
