Maintainers.txt: Add Shuo Liu as UefiPayloadPkg Reviewer
UefiPayloadPkg is used by non-UEFI bootloaders, e.g. coreboot.
Shuo works on Xeon-SP coreboot and will contribute to the
reviewing activity for UefiPayloadPkg.
