MdePkg/Test/MockSmmServicesTableLib: Fix struct init
CLANGDWARF generates errors for missing braces in
initialization of complex structures. Expand the
initialization of EFI_SMM_CPU_IO2_PROTOCOL in
LocalSmst to set each function pointer to NULL.
