ArmPkg: rename ArmMtlNullLib
By edk2 convention, a NULL library should be called *LibNull.
ArmMtlNullLib did not follow this convention, so rename it
ArmMtlLibNull.

By edk2 convention, a NULL library should be called *LibNull.
