SecurityPkg: Trace and return status are handled.
Added debug trace messages on LocateProtocol failure for
gEfiDxeSmmReadyToLockProtocolGuid. Returned device error in case of
EfiCreateProtocolNotifyEvent failure.
Removed ASSERT due to if condition.
