OvmfPkg: Update README instructions for obtaining E3522X2.EFI
The oldest available download at the previous URL no longer contains
the driver. The oldest available download at the new URL still does.
Since there is a jump between the oldest and the next oldest versions
at the new URL, it seems plausible that Intel are intentionally keeping
the older version alive.
