BaseTools/tools_def.template: add NOOPT CC_FLAGS for LOONGARCH64
NOOPT_GCC5_LOONGARCH64_CC_FLAGS and NOOPT_GCC_LOONGARCH64_CC_FLAGS were
missing, causing build failures with these toolchains targets to fail.
Add them.

EmbeddedPkg: Add LOONGARCH64 and RISCV64 as supported architectures
Both LOONGARCH64 and RISCV64 platforms make use of modules in
EmbeddedPkg, for example in OvmfPkg. So add them as supported
architectures for the package to simplify build tests.
