  For BaseTools, we have no plan for such change.
  For Build directory, if it is the relative directory described at 
OUTPUT_DIRECTORY of DSC file, it will be in WORKSPACE. If it is the absolute 
directory in DSC file, it may be out of WORKSPACE.

Hi,

with the PACKAGES_PATH environment variables and the '--conf=CONFDIRECTORY' 
build tool argument, BaseTools and Build are the only things that still put 
binaries in the source tree.

Are there any intentions to change this?
If we allow the BaseTools' makefiles to be run from somewhere else(like cmake 
/path/to/source) it could put both the BaseTools binaries and the Build/Conf 
directory in the current directory.
