Requires the silencing of the following warnings:
* warning C4100: unreferenced formal parameter
* warning C4127: conditional expression is constant
* warning C4214: nonstandard extension used: bit field types other than int
Also requires _ARM_WINAPI_PARTITION_DESKTOP_SDK_AVAILABLE to be defined for
the Windows SDK to allow ARM compilation.
