This topic is entirely unrelated to any _usage_ of watchdog timer protocol. The topic is only whether it is reasonable to _implement_ EFI_WATCHDOG_TIMER_ARCH_PROTOCOL for a hardware watchdog that *cannot* cause a callback to a handler function.
