It can be done, I have seen some of my friend do work on IPMI on UEFI
environment.

As far as i know i think if you have to implement any PEIM,DXE drivers
UEFI Environment provides
SMBus Host Controller Protocol
EFI_SMBUS_HC_PROTOCOL
IPMI can use this protocol to communicate with BMC
