While I can't speak for Laszlo, it is worth noting that
the INT10 requirement was not added to that document
until mid 2013. Archive.org has older revisions of the
document. Win7 RTM happened in 2009, so BIOS was required
long before that. It is good that Microsoft eventually
added a few sentences acknowledging the INT10 requirement.
But explaining this nearly 4 years after RTM diminishes
its value.

The Windows 7/Server 2008 R2 INT10 use can been in the
attached log file.
