The "complete" QEMU fw_cfg ACPI loader will need to look up downloaded blobs by name, in order to implement the AddPointer and AddChecksum commands. Introduce OrderedCollectionLib to support such indexing.
BaseOrderedCollectionRedBlackTreeLib is a BASE module, hence add the OrderedCollectionLib resolution to the main [LibraryClasses] section.
