Recent changes to debug timer handling ended up leaving the timer
disabled in PEI.  This made it impossible to stop execution in PEI
externally via the debugger.  Enable the timer when
InitializeDebugAgent calls InitializeDebugAgentPhase2, as well as when
it returns directly.
