No, nobody can, except when they both happen map into a phi (2x2
table).

tau is less sensitive to extreme values, and extreme disagreements,
than  Spearman's rho is, which (in turn) is less sensitive than r.

Or, you could say, tau is more sensitive to having a *lot* of minor
disagreements....  They measure differently, and don't map 1-to-1.
