Repeated numbers should get the same rank, but the rank should be
averaged,
e.g.

observations    1     5     7     7     19    23    
ranks           1     2    3.5   3.5     5     6

If you have 6 observations, the sum of the ranks must add up to
1 + 2 + 3 + 4 + 5 + 6, no matter how many repeats you have.
