We have these problems in psychology and neuroscience too, and, I suspect,
so do most disciplines.
The anonymous review process is certainly imperfect, but necessary. Who
would give a bad paper a negative review if their identity were to be
revealed? In the political environment of academia, where the author whose
paper you review may review your next grant application, doing so would
require intestinal fortitude and/or a skewed sense of idealism.
