Well Jeff.  This seems to come up a lot on this newsgroup.  To test or
not to test?  Some say that you should test.  Others say that a
hypothesis test isn't meaningful.  So, this is a very relevant and
timely question.

I would say...test when it is appropriate.  Otherwise, don't test.
