I need some immediate help in convincing DOD
people that a low R-squared is not neccessarily
saying, that a CER computed using the Linear
Least Squares Method is a bad predictor for the
data set.

Is there any references, papers, studies,
theories or any agencies that have used a CER
with a low r-squared.  The cut off for DOD is
0.64, and we have many in the 0.40 - 0.50 range.

Any help would be appreciated ASAP.
