The values of the outlier coefficient are traditionally chosen by
reference
to some percentile of the normal distribution. (If anyone didn't
recognise it,
this is just the outliers on a boxplot.)

If you choose that coefficient in some appropriate way, then it may be
reasonable
for non-normal data.
