There is no official FAQ.  And the unofficial FAQs are getting old.

You can find my version of an FAQ  from my tag.  It has 
actual Q/A, from three stat-groups and the SPSS group.  
It has pointers to some other useful web-addresses.
It refers to another FAQ that was constructed to 
tell people about the stat-related groups, and about posting.

These days, you can search old posts  at  <groups.google>.
And you can use  Google  to search the web.
I find it easier to find stuff with Google, first, even when it 
points back to something I once saved.  Once you find 
one  POST  related to your subject, you might  extend your
web search by looking at the name-tags of the people who
wrote answers, and trying their home pages.

Google also has an extended introduction to Usenet news 
groups, and 'netiquette'  - the etiquette of how and what to post.

 - What might be useful, next, is advice 
(beyond what Google gives)
on how to be smart and efficient in constructing Searches.
