i had sent a private note to jackie but, since a few others have commented ON the list proper, here are my thoughts

i am not quite sure why nc state is taking such a hard position on this (all lists have spam) BUT, let's take that as a given and look at your options

my vote is for the FIRST option ... if people benefit from and want to be a part of edstat ... LET THEM JOIN EDSTAT ... it takes what, 1/2 a minute to do this?

i don't care if a lot of the posts come from the newsgroup ... if posts from newsgroup members only are coming to edstat AND, these folks know and depend on that ... let them join edstat

I WOULD NOT VOTE FOR ANY OPTION WHERE you HAVE TO A) READ ALL THE INCOMING MAIL, B) YOU HAVE TO MAKE THE DECISION ABOUT WHICH POSTS GET POSTED AND WHICH DON'T, C) WHERE THE DELAY IN POSTS COULD BE SUBSTAINIAL ... WHICH would BE THE CASE IF YOU GO OFF TO A CONFERENCE OR VACATION ...

i think point C is very important ... i think posts should more or less have a direct pass through with no "blockage" at the server side of things

summary: if the edstat list is important, people should be willing to join AND, i don't think we should vote for any option that puts more work on the list manager's shoulders ... that also would delay posts being forwarded to the list
