I tried accessing some of these files. The text at the top of the 
cited page says they are plain text, but your server wants to send 
them as octet-streams.

For instance, for HINES which is 
http://core.ecu.edu/psyc/wuenschk/StatData/HINES.data Lynx reveals 
that the headers are

HTTP/1.1 200 OK
Server: Microsoft-IIS/5.0
Date: Sun, 06 Jul 2003 15:45:08 GMT
Content-Type: application/octet-stream
Accept-Ranges: bytes
Last-Modified: Fri, 28 Jul 2000 17:03:20 GMT
