 You seem to be arguing that
  P(no ticket)= P(no ticket at L1 OR no ticket at L2 OR ... etc)
and that "ticket/no ticket at L1", "ticket/no ticket at L2" etc are
mutually exclusive.

Both of these are wrong. You should start from
  P(no ticket)= P(no ticket at L1 AND no ticket at L2 AND ... etc).
and then see if "ticket/no ticket at L1", "ticket/no ticket at L2" etc
are independent events.
