Open /usr/sbin/nbdswapd (it's a shell script), you'll see the following:
if [ -f /etc/ltsp/nbdswapd.conf ]; then
. /etc/ltsp/nbdswapd.conf
fi
...
SIZE=${SIZE:-"64"}
So I believe it's OK. Can you paste the output of
cat /etc/ltsp/nbdswapd.conf
on your server?

In Lucid Alpha 3, NBD_SWAP = True option in
/var/lib/tftpboot/ltsp/i386/lts.conf doesn't work, temporary files are not
created in /tmp.
It works fine in Ubuntu 9.04
